7. I have a question on the white paper released by government on Polavaram. As per the white paper, YCP government did not spend any money on Polavaram and diverted the funds resulting the gate to be crashed and diaphram wall to break.

   If so, with floods to godavari river again in 2024, how is water getting released downstream without crashing gates and breaking diaphram wall?

   Going by this logic, it proves that there has been construction that happened on Polavaram within last 5 years using the funds released by central government and the false propaganda about ignoring Polavaram is politically motivated.

8. As per the white paper released on Polavaram, YCP government did not spend any money on Polavaram and diverted the funds with no work being done since 2019.

   If so, when the floods in 2019 damaged the gates and diaphram wall, how are the floods now in 2024 not causing any issue?

   Doesn’t this mean that there had been works that were done in the last 5 years to remediate thisbissue and the white paper is a false propaganda? Mr. Pavan, can you please answer my question?

   1. I think the floods are from 2020.

      First year in 2019 due to reverse tendering they did not do any work/maintenance,. Second year due to corona they did not do any work or proper maintenance. From third year onwards they have identified problem and have not done any work.

CBN gov able to do the spillway works during flood time because there was no Upper cofferdam before 2019 . water freely went into the river before 2019 .so contractors continue the work during flood before 2029 . 2019 Jan UC started and they kept the gaps intentionally to flow water .

         tendering happened in Aug . 2019. July floods are started . check the spillway during 2019 floods time . it was completely submerged into back waters . do you think anyone can do submerged under construction spillway during 2019 flood time .

         Spill way works started in 2019 Dec . Removing the water & roads construction took 2 months . spill woks started in Jan -2020 end and Mar -2020 lock down announced .

         CBN period works only but it was state expenditure , state money . state can use it any purpose .

   2. that is fake narration . First you should understand how polavaram project is executed . State is spending and central is releasing the money which is spent by state . after releasing the money state can use it any pupose .

      it is not causing this issue because in 2021 spill way and spill channel is ready . water is diverted thorugh spill way .

      without diversion 2.5 kil mighty godavari river which can carry 20 to 30 lakhs of cusecs of water ( krishna max flood 5 lakha cusesc . 5 times of krishna river max flod) reduced to 600 m . what could you have expect . back water reached to under construction spill way . all works are stopped . villages are submerged . people are forced to reallocate . due to the force sand erosion happened between upper coffer dam and D wall . lot many issues .

      2. So, you are saying that both spill way and spill channel was built within last 5 years which is the reason why flood waters are getting diverted which proves the point that the findings shared in the white paper released are not factual.

         Also, the reason for diaphram wall damage cannot be attributed to one government because it was a culmination of bad decisions made by both governments.

         Lastly, I agree that state government can use the funds released by central government if they had expended state funds for Polavaram construction but I was only stating the points mentioned in the white paper.

Jagan mistake was not explaining to people in 2019 . 2029 Jun 19th He visited and asked the engineers few questions and his dissatisfied the answers . this article from eenadu news paper . if you read the article you can understand he identified the issues way before 2019 flood . but he did not explain to the people . it caused lot of damage to the YSRCP party .
