సంప‌ద సృష్టించ‌క‌పోయినా, ఇలాంటి బ‌రితెగింపు దోపిడీని అరిక‌ట్టినా ఎంతోకొంత సంక్షేమ ల‌బ్ధిని చంద్ర‌బాబు జ‌నాల‌కు అందించేవాళ్ల‌నే అభిప్రాయం వ్యక్త‌మ‌వుతోంది. చంద్ర‌బాబు కేబినెట్‌లో కీల‌క మంత్రి భర్త, కాంట్రాక్టర్, అలాగే ఉన్న‌తాధికారులు క‌లిపి… రూ.167 కోట్లు కేవ‌లం 50 రోజుల్లో దోచుకున్నారంటే, పాల‌న‌ను ఎంత దుర్వినియోగం చేస్తున్నారో అర్థం చేసుకోవ‌చ్చు.
బీసీలు, ఆర్థికంగా వెనుక‌బ‌డిన వ‌ర్గాలు, కాపు మ‌హిళ‌ల‌కు ఇచ్చే కుట్టు శిక్ష‌ణ ఇచ్చి, త‌ద్వారా వాళ్ల‌కు ఉపాధి క‌ల్పిస్తామ‌ని అంత‌ర్జాతీయ మ‌హిళా దినోత్స‌వాన్ని పుర‌స్క‌రించుకుని సీఎం చంద్ర‌బాబునాయుడు ప్ర‌క‌టించారు. ఆశ‌యం మంచిదే. అయితే ఆచ‌ర‌ణ‌కు వ‌చ్చే స‌రికి, ఆయ‌న న‌మ్ముకున్నోళ్లే, ల‌క్ష్య‌సాధ‌న‌కు కాకుండా, దోపిడీకి పాల్ప‌డ‌డం తీవ్ర విమ‌ర్శ‌ల‌కు దారి తీస్తోంది. దోపిడీ సొమ్ము కొంద‌రి చేత‌లుల్లోకి, చెడ్డపేరు మాత్రం చంద్ర‌బాబు స‌ర్కార్ ఖాతాలోకి వెళ్లింది.
రాష్ట్రంలో 1,02,832 మంది మ‌హిళ‌ల‌కు టైల‌రింగ్‌లో శిక్ష‌ణ ఇవ్వాల‌నేది ల‌క్ష్యం. 175 నియోజ‌క వ‌ర్గాల్లో మూడు నుంచి ఐదు కేంద్రాల్లో శిక్ష‌ణ కేంద్రాలు ఏర్పాటు చేస్తామ‌ని ప్ర‌భుత్వం ప్ర‌క‌టించింది. కనీసం 50 నియోజ‌క‌వ‌ర్గాల్లో కూడా శిక్ష‌ణ మొద‌లు కాలేదు. ఫ్రీబిడ్‌లో 65 కంపెనీలు పాల్గొంటే, 56 సంస్థ‌ల‌ను ముందే తిర‌స్క‌రించారు.. తిర‌స్క‌ర‌ణ‌కు గురైన కంపెనీల్లో పాన్ ఇండియా కంపెనీగా గుర్తింపు పొందిన ఐసీఏ కూడా వుండ‌డం గ‌మ‌నార్హం. మొత్తానికి 65 కంపెనీల్లో 62 కంపెనీల‌ను టెండ‌ర్ల ప్రక్రియ నుంచి త‌మ‌దైన స్టైల్‌లో కూట‌మి నేత‌లు త‌ప్పించారు.
హైద‌రాబాద్‌కు చెందిన శ్రీ టెక్నాల‌జీ ఇండియా త‌క్కువ మొత్తానికి కోట్ చేసి ఎల్ 1గా నిలిచింది. ఈ సంస్థ యూనిట్‌కు 21,798కి కోట్ చేసింది. స‌హ‌జంగా త‌క్కువకు కోట్ చేసిన వాటికి ప‌నుల్ని అప్ప‌గించ‌డం ఆన‌వాయితీ. ఇదే విడ్డూర‌మో కానీ ఆ సంస్థ‌ను బెదిరించి ఐదు శాతం ప‌ని మాత్ర‌మే అప్ప‌గించారు. ఎల్2గా వ‌చ్చిన సోష‌ల్ ఏజెన్సీ ఫ‌ర్ పీపుల్స్ ఎంప‌వ‌ర్‌మెంట్ -హైద‌రాబాద్ (యూనిట్ 23,400), ఎల్3గా నిలిచిన సెంట‌ర్ ఫ‌ర్ అర్బ‌న్ అండ్ రూర‌ల్ డెవ‌ల‌ప్‌మెంట్ -హైద‌రాబాద్ (యూనిట్ రూ.23,500)కు మాత్ర‌మే 95 శాతం ప‌నులు అప్ప‌గించారు. ఈ రెండు సంస్థ‌లు వేర్వేరు కాద‌ని గ్ర‌హించాలి. ఇవి రెండూ ఒకే కాంట్రాక్ట‌ర్‌కు సంబంధించిన‌విగా చెబుతున్నారు.
ప్ర‌భుత్వ కేటాయింపు ఎంతంటే?
కుట్టు శిక్ష‌ణ‌లో నైపుణ్యం పొంది, ఎంతో మంది మ‌హిళ‌లు ఇంటి ద‌గ్గ‌రే ఉపాధి పొందుతున్నారు. అందుకే మ‌హిళ‌ల‌కు వివిధ ర‌కాల కుట్టుశిక్ష‌ణ నైపుణ్యాన్ని ఇవ్వాల‌నే ప్ర‌భుత్వ ఆశ‌యాన్ని మెచ్చుకోవాలి. ఈ క్ర‌మంలో ఒక్కొక్క‌రిపై రూ.23 వేలు ఖ‌ర్చు చేసేందుకు ప్ర‌భుత్వం నిర్ణ‌యించింది.
దోపిడీకి బీజంః
ప్ర‌భుత్వానిది ల‌క్ష మందికి పైగా మ‌హిళ‌ల‌కు ఉపాధి క‌ల్పించ‌డం. అయితే కాంట్రాక్ట‌ర్ల దోపిడీ ఆకాంక్ష… ప్ర‌భుత్వ ఆశ‌యాన్ని ఆర్థికంగా సొమ్ము చేసుకోవ‌డం. ప్ర‌జాధ‌నంపై అధికారంలో ఉన్నోళ్ల క‌న్నుప‌డ‌డంతో దోపిడీకి బీజం ప‌డింది. స‌హ‌జంగా మ‌హిళ‌ల‌కు కుట్టు శిక్ష‌ణ, అలాగే యువ‌త‌కు స‌మాజంలో వ‌స్తున్న సాంకేతిక మార్పుల‌కు అనుగుణంగా శిక్ష‌ణ ప్ర‌భుత్వ సంస్థ‌లే ఇస్తుంటాయి. అందుకు విరుద్ధంగా శిక్ష‌ణ ఇవ్వాల‌నే ఆలోచ‌న దోపిడీ నుంచి పుట్టిందే.
మ‌హిళ‌లో కుట్టు ప‌నిలో నైపుణ్యంపై శిక్ష‌ణ ఇచ్చేందుకు ప్ర‌త్యేకంగా సొసైటీ ఫ‌ర్ ఎంప్లాయిమెంట్ జ‌న‌రేష‌న్ అండ్ ఎంట‌ర్‌ప్రైజ్ డెవ‌ల‌ప్‌మెంట్ ఇన్ ఆంధ్ర‌ప్ర‌దేశ్ (సీడాప్‌), APITCO, కేంద్రప్రభుత్వ సంస్థ DDUGKY ఉన్నాయి. ఈ సంస్థలకు ట్రైనింగ్ సెంటర్లు వున్నాయి, ట్రైనింగ్ భాగ‌స్వామ్యులున్నారు, Skill Portals, MONITORING SYSTEM ఉన్నాయి. అన్ని జిల్లాలో టీం ఉంది. వీటిని ప‌క్క‌న పెట్టి, ఏపీ బీసీ స‌హ‌కార ఆర్థిక సంస్థ ద్వారా కుట్టు శిక్ష‌ణ పేరుతో స్కామ్‌లో నైపుణ్యాన్ని ప్ర‌ద‌ర్శించడం గ‌మ‌నార్హం.
167 కోట్లు ఎలా కొల్ల‌గొట్టారంటే?
ప్ర‌భుత్వ దృష్టిలో ఇది మ‌హిళ‌ల‌కు ఉపాధి క‌ల్పించే స్కీమ్‌, కానీ ఆచ‌ర‌ణ‌కు వ‌చ్చే స‌రికి జ‌రిగింది భారీ స్కామ్‌. కుట్టు శిక్ష‌ణ ఇప్పించి మ‌హిళ‌లు త‌మ జీవితాల‌ను అందంగా డిజైన్ చేసుకుంటార‌ని బ‌హుశా సీఎం చంద్ర‌బాబు క‌ల క‌ని వుంటారు. కానీ అధికారాన్ని అడ్డం పెట్టుకుని, త‌మ వాళ్లే గంప‌గుత్త‌గా స్కీమ్‌కు కేటాయించిన కోట్లాది రూపాయిల్ని దోచేసి వుంటార‌ని ఆయ‌న ఊహించి వుండ‌రు. కొట్టి మిష‌న్‌ను రూ.4,300కు కొనుగోలు చేసిన‌ట్టు స‌మాచారం. అలాగే ఒక్కో ట్రైన‌ర్‌కు రూ.3 వేలు చొప్పున ఇచ్చారు. ఇలా ఒక్కో మ‌హిళ‌పై చేసిన మొత్తం ఖ‌ర్చు రూ.7,300. ఇలా ల‌క్ష మందికి లెక్కేస్తే అయిన ఖ‌ర్చు రూ.73 కోట్లు. కానీ టెండర్ విలువ రూ.230 కోట్లు. ఇందులో ఖ‌ర్చు పోనూ, దోచేసిన సొమ్ము రూ.167 కోట్లు. కేవ‌లం 50 రోజుల్లో భారీగా ప్ర‌భుత్వ సొమ్మును కొల్ల‌గొట్టారు.
దోపిడీని ఇలా పంచుకున్నారుః
ఒక్కో లబ్ధిదార మ‌హిళ‌పై ఖ‌ర్చు పెట్ట‌గా, రూ.16,700 మిగిలిన‌ట్టు స‌మాచారం. ఇందులో అధికారుల‌కు రూ.1000, సిబ్బందికి రూ.500, బాబు కేబినెట్‌లోని మ‌హిళా మంత్రి భ‌ర్త‌కు రూ.2000, మిగిలిన రూ.13,200 నేరుగా కాంట్రాక్టర్ జేబులోకి వెళుతుంద‌ని విశ్వ‌స‌నీయ వ‌ర్గాలు అందిస్తున్న స‌మాచారం.
విచార‌ణ త‌ప్ప‌దు
ఈ టెండర్ ప్రక్రియ అంతా జనవరిలో రిటైర్ అయి వెళ్లూ కాంట్రాక్టర్ దగ్గర రూ. 2 కోట్లు తీసుకుంటే “పోలా” అని చ‌క్క‌గా జేబులో వేసుకున్నార‌నే ఆరోప‌ణ‌లున్నాయి. ఈ దోపిడీకి బీసీ కార్పొరేష‌న్‌కు చెందిన ఇద్ద‌రు అధికారుల పేర్లు ప్ర‌ముఖంగా వినిపిస్తున్నాయి. ఆ ఇద్ద‌రు అధికారులు మ‌హాభార‌తంలో ధ‌ర్మ‌రాజు సోద‌రుడి పేరుతో ఒక‌రు, అలాగే ప‌ర‌మేశ్వ‌రునికి ప‌ర్యాయ పేరుతో ఉన్న మ‌రో అధికారి కీల‌క పాత్ర పోషించిన‌ట్టు ఆరోప‌ణ‌లున్నాయి. రానున్న రోజుల్లో కాంట్రాక్టర్, అలాగే రిటైర్డ్ ఐఏఎస్ అధికారి, ప్ర‌స్తుతం విధుల్లో ఉన్నఅధికారుల‌తు త‌ప్ప‌క విచార‌ణ ఎదుర్కోవాల్సి వుంటుంద‌నే ప్ర‌చారం అధికార వ‌ర్గాల్లో జ‌రుగుతోంది.
ఈ స్కామ్‌పై లోతైన విచార‌ణ జ‌రిపితే, దిమ్మ‌తిరిగే అవినీతి వెలుగు చూసే అవ‌కాశం వుంది. ఇప్ప‌టికే చంద్ర‌బాబు అనుకూల ప‌త్రిక‌లు కూడా ఈ అవినీతిపై క‌థ‌నాలు రాశాయి. అయిన‌ప్ప‌టికీ ప్ర‌భుత్వ పెద్ద‌లు ఎందుక‌నో ఇంకా చ‌ర్య‌లు తీసుకోలేదు. ఇప్ప‌టికైనా భారీ అవినీతిపై చంద్ర‌బాబు స‌ర్కార్ విచార‌ణ జ‌రిపి, దోపిడీకి పాల్ప‌డిన వాళ్లు త‌న వాళ్లైనా విడిచి పెట్టే ప్ర‌శ్న వుండ‌ద‌నే సంకేతాలు పంపాల్సిన అవ‌స‌రం ఎంతైనా వుంది. ఎందుకంటే, డ‌బ్బులు ఊరికే రావ‌ని ఒక పెద్దాయ‌న వాణిజ్య ప్ర‌క‌ట‌న‌లో చెబుతుంటారు. ప్ర‌భుత్వానికి కూడా డ‌బ్బులు ఊరికే రావు. అందుక‌నే అవినీతిని సీరియ‌స్‌గా తీసుకోవాల‌ని చెప్ప‌డం.
