త‌ను విజ‌న‌రీ అని చెప్పుకోవ‌డం తెలుగుదేశం అధ్య‌క్షుడు, ఏపీ ముఖ్య‌మంత్రి చంద్ర‌బాబుకు కొత్త కాదు. అయితే విజ‌న‌రీలు ఎవ్వ‌రూ తాము విజ‌న‌రీ అని చెప్పుకోవ‌డం చ‌రిత్ర‌లో చూడం మనం! విజ‌న‌రీలు ఎవ‌రైతే ఉన్నారో వారిని మిగ‌తా ప్ర‌పంచం కీర్త‌స్తుంది కానీ, త‌మ‌ను తాము గొప్ప విజ‌న‌రీగా బ‌య‌ట‌కు చెప్పుకునే విజ‌న‌రీ మాత్రం ఎవ్వ‌రూ క‌న‌ప‌డ‌రు. అయితే చంద్రబాబు త‌ను చెప్పుకుంటే తప్ప జ‌నాలు దాన్ని గుర్తించ‌ర‌ని అనుకుంటారో ఏమో కానీ.. త‌ను విజ‌న‌రీ అని త‌నే డ‌బ్బా కొట్టుకుంటూ ఉంటారు!
అలాగే మంచి ఏది జ‌రిగి ఉన్నా.. జ‌ర‌గ‌బోయేలా ఉన్నా.. దాన్ని త‌న ఖాతాలో వేసుకోవ‌డం గురించి కూడా చంద్రబాబు ఎలాంటి మొహ‌మాటాలూ ప‌డ‌రు! న‌వ్వుకుంటారు.. అనే భ‌యం కూడా ఆయ‌న‌కు లేదు. అలా న‌వ్వుల పాల‌య్యే ప్ర‌క‌ట‌న‌లు ఎన్నో చేసి ఉంటారో కూడా లెక్క ఉండ‌దు! ఈ విష‌యాల‌ను ప‌ట్టుకుని ప్ర‌త్య‌ర్థులు ట్రోల్ చేస్తూనే ఉంటారు. ప్ర‌త్యేకించి సోష‌ల్ మీడియా విరివిగా మారాకా.. ఆయ‌న ప్ర‌క‌ట‌న‌ల్లోని డొల్ల త‌నాల‌ను జ‌నాలు ఎండ‌గ‌డుతూనే ఉంటారు! అయితేనేం.. ఆయ‌న ఇప్పుడు కూడా ముఖ్య‌మంత్రి! ఎలాగైతేనేం.. ఇంకోసారి గెలిచి అధికారాన్ని సొంతం చేసుకున్నారు. ఇప్పుడు అమరావతి పున‌రారంభం అంటున్నారు!
అధికారంలోకి వచ్చి ఏడాది పూర్త‌వుతున్న ద‌శ‌లో మ‌ళ్లీ అమ‌రావ‌తిని చంద్రబాబు నాయుడు పున‌రారంభించారు! అంటే.. ఇలా ఎన్ని సార్లు ఆరంభిస్తారు? అందునా అమరావతి అనే ప్రాజెక్టు అంత అర్రీబుర్రీగా పూర్త‌య్యేది కూడా కాదు. ఒక‌వేళ వ‌చ్చే ఎన్నిక‌ల్లో తెలుగుదేశం పార్టీ ఓడిపోతే.. ఇప్పుడు చేసిన పున‌రారంభం ఏమ‌వుతుంది అనేది కూడా ప్ర‌శ్నార్థ‌క‌మే! అలాగే.. 2014 నుంచి 2019ల మ‌ధ్య‌న తెలుగుదేశం పార్టీనే అధికారంలో ఉండి ఉంది. ఆ స‌మ‌యంలోనే అమ‌రావ‌తికి ఆరంభం ప‌లికారు. అలా చేసినా.. ఆ ఐదేళ్ల వ్య‌వ‌ధిలో సాధించింది ఏమీ లేద‌న్న‌ట్టుగా వెక్కిరిస్తున్న‌ట్టుగా ఉంది ఈ పునరారంభ ప్ర‌క‌ట‌న!
ఈ సారి అద‌నంగా అమ‌రావ‌తికి భూములు సేక‌రిస్తార‌నే ప్ర‌చారం కూడా జ‌రుగుతూ ఉంది. ఉన్న భూమినే ఇప్ప‌టి వ‌ర‌కూ ఉద్ధ‌రించింది లేదు, ఇంకా భూములెందుకు అనే ప్ర‌శ్న‌లు స‌హ‌జంగానే వస్తాయి. అయితే ఇలాంటి ప్ర‌శ్న‌ల‌కు స‌మాధానాలు ఇచ్చే తీరిక, ఇవ్వాల్సిన అవ‌స‌రం కూడా చంద్ర‌బాబుకు అయితే లేదు! ఆయ‌న అభిప్రాయాల‌ను, ఆయ‌న ఉద్దేశాల‌ను రుద్దేందుకు మీడియా అయితే గ‌ట్టిగా ఉంది. మరి ఈ ఆరంభాలు, పున‌రారంభాలు, ఈవెంట్ మేనేజ్ మెంట్లు బాగానే ఉన్నాయి కానీ.. అమరావతి నిర్మాణానికి నిధుల సంగ‌తేంటి అనేదే ఆస‌క్తిదాయ‌క‌మైన అంశం!
నిధులు అన‌గానే.. అమరావతి సెల్ఫ్ స‌స్టైన్డ్ ప్రాజెక్ట్ అని అంటారు. అయితే అమరావతి కోసం మ‌ళ్లీ అప్పు అంటారు. కేంద్ర సాయం అంటారు. ఆ కేంద్ర సాయం గురించి చంద్ర‌బాబే ర‌క‌ర‌కాల మాట‌లు చెప్పారు! ఒక్క‌సారేమో మోడీ ఢిల్లీ నుంచి ప‌విత్ర‌మైన మ‌ట్టిని తెచ్చార‌ని చెప్పి, ఆ త‌ర్వాత అదే మ‌ట్టి గురించి అందుకు వ్య‌తిరేక‌మైన టోన్లో కూడా చంద్రబాబు మాట్లాడారు. ఆయా రాజ‌కీయ అవ‌స‌రాల‌ను బ‌ట్టి కేంద్ర సాయం గురించి చంద్రబాబు చెప్పుకొచ్చారు. మరి ఇప్పుడు మోడీతో మ‌ళ్లీ దోస్తానా న‌డుస్తోంది కాబట్టి.. పున‌రారాంభానికి కూడా మోడీనే అతిథి అయ్యారు!
ఇక అమ‌రావ‌తిలో భూ కుంభకోణం అని ప్రతిపక్ష వైఎస్ఆర్ కాంగ్రెస్ పార్టీ ఆరోపిస్తూ వ‌చ్చింది. అమరావతి రాజధాని విష‌యంలో వైఎస్ఆర్ కాంగ్రెస్ పార్టీ వ్య‌తిరేక దారి తీసుకుంది. మూడు రాజ‌ధానుల ఫార్ములాను ప్ర‌క‌టించింది. అయితే వైఎస్ఆర్ కాంగ్రెస్ పార్టీ చెప్పిన థియ‌రీ ఏపీ జ‌నాల‌కు ఏ ర‌కంగానూ న‌చ్చ‌లేద‌నే అనుకోవాలి! అలాగ‌ని అమరావతి న‌చ్చిందా అంటే.. అదో బ్ర‌హ్మ‌ప‌దార్థం. చంద్రబాబు నాయుడు చేసిన ప‌నేంటంటే.. అమ‌రావ‌తిని ఆంధ్ర‌ప్ర‌దేశ్ నెత్తి మీద పెట్టేశారు. ఇప్పుడు దాని ప‌రిస్థితి ఎలా ఉందంటే.. పూర్తి చేస్తే ఒక రకమైన భారం, పూర్తి చేయ‌క‌పోతే మ‌రో రకమైన భారం!
ప్ర‌పంచ చ‌రిత్ర‌లో ఎక్కడ చూసినా.. ఏ దేశం ఏగి వ‌చ్చినా.. ఎక్క‌డా.. ఇలాంటి న‌గ‌ర నిర్మాణం అనేది ఒక ముహూర్తం పెట్టుకుని, ఆరంభాలు చేసి.. పున‌రారంభాలు చేసి.. నిర్మించిన‌ట్టుగా అగుపించ‌దు! కాల‌క్ర‌మంలో.. ప‌రిస్థితులు, వాతావ‌ర‌ణం, ప్ర‌పంచ ప‌రిణామాలు, దేశాభివృద్ధి, వ‌న‌రులు, ఉపాధి.. వంటి కార‌ణాల చేత ఎక్క‌డైనా న‌గ‌రాలు ఏర్ప‌డ్డాయి, అభివృద్ధి చెందాయి, మ‌హాన‌గ‌రాలు అయ్యాయి కానీ.. ఇక్కడ ఒక న‌గ‌రం క‌డ‌తామంటూ ప్ర‌క‌టించుకున్న ప్ర‌తి చోటా ప్ర‌హ‌స‌న‌మే ఎదుర‌య్యింది!
మ‌హామ‌హా న‌గ‌రాలు అన్నీ న‌దీ ప‌రివాహ‌క ప్రాంతాల్లో పునాదులు వేసుకున్నాయి. అక్కడ ఉన్న నీళ్లు మొద‌ట మ‌నిషిని అక్క‌డ‌కు వ‌చ్చేలా చేశాయి. మ‌నిషి అక్క‌డ‌కు చేర‌డంతో.. స‌మూహం ఏర్ప‌డింది. ఒక‌రికి ఒక‌రి అవ‌స‌రం ఏర్ప‌డింది. వృత్తి ప‌నులు అవ‌స‌రం అయ్యాయి. ఆయా వృత్తులు చేయ‌గ‌ల వాళ్లు అక్క‌డ‌కు వెళితే ఉపాధి ల‌భించే ప‌రిస్థితి త‌లెత్తింది. ఒక్కొక్క‌రుగా అక్క‌డ‌కు చేరుకున్నారు, సామూహికంగా అభివృద్ధి చెందారు. అవే కాల క్ర‌మంలో న‌గ‌రాలు అయ్యాయి. కొత్త కొత్త అవ‌కాశాల‌ను అందిపుచ్చుకుంటూ అవే మ‌హా న‌గ‌రాలుగా మారాయి. ప్ర‌స్తుతం మ‌హాన‌గ‌రం అని మనం పిలుచుకునే ఏ న‌గ‌రం గ‌మ‌నం అయినా అలానే ఏర్ప‌డింది.
ఏ న‌గ‌రం అయినా.. నెమ్మది నెమ్మ‌దిగా విస్త‌రించుకుంటూ పోయింది. త‌న ప‌రిధిని పెంచుకుంటూ వెళ్లింది. న‌గ‌రం ప‌రిధి పెరుగుతున్న ప్ర‌తి ద‌శ‌లోనూ ప్లాన్డ్ న‌గ‌రాలు ఏర్ప‌డ్డాయి. ఇంతే కానీ.. ఇదిగో.. ఈ న‌గ‌రాన్ని ఇన్నివేల ఎక‌రాల్లో విస్త‌రిస్తాం.. ఈ న‌గ‌రంలో ఇది ఇక్కడ ఉంటుంది, ఇక్కడే ఉండాలి, ఆ న‌గ‌రంలో ఉన్న‌దాన్ని ఈ న‌గ‌రంలో తెచ్చిపెడ‌తాం, లేకపోతే డూప్లికేట్ త‌యారు చేస్తాం.. ఆ న‌గ‌రంతో పోలిక పెట్టి ఈ న‌గ‌రాన్ని నిర్మిస్తాం.. అంటూ నిర్మించిన న‌గ‌రాలు ఏవీ లేవు చ‌రిత్ర‌లో!
ఒక వ్య‌క్తి వ‌ద్ద డ‌బ్బులుంటే.. త‌న ద‌గ్గ‌ర ఉన్న డ‌బ్బులో ఎంత ఇల్లు క‌ట్టాలో నిర్ణ‌యించుకుని, ఆ మేర ప్లేస్ కొనుగోలు చేసి, అందులో ఇంటిని ప్లాన్ చేసుకుని క‌ట్టుకొన్న‌ట్టుగా.. ఒక రాష్ట్రం కొంత ప‌రిధిలో భూమిని సేక‌రించి, అక్కడ ఒక మ‌హా న‌గ‌రాన్ని డెవ‌ల‌ప్ చేసేస్తాం అంటే.. అది ప్ర‌హ‌స‌నంగా ఉంటుంది. అయితే చంద్రబాబు మాత్రం ఇప్ప‌టికి ప‌దేళ్ల నుంచి అమరావతి క‌బుర్లు చెబుతూనే ఉన్నారు. ఇంకా నాలుగేళ్లు కూడా ఇవే ముచ్చ‌ట్లే స‌రిపోతాయ‌ని పున‌రారంభం తో స్ప‌ష్టం అవుతూ ఉంది.
రాజధాని అనేది తానంత‌కు తాను అభివృద్ధి కావాలి ఎక్క‌డైనా.. ప్ర‌భుత్వం దానికోసం చేయ‌గలిగింది దారులు ప‌ర‌చ‌డం మాత్రమే! అంతే కానీ.. భూమినంతా ప్ర‌భుత్వ ఆధీనంలో పెట్టుకుని, ఇది ఇక్కడ, ఇది ఇక్కడ అంటే.. అదెలా సాధ్యం అవుతుంది! అలాగ‌ని ప్ర‌భుత్వ డ‌బ్బుతోనే అన్నీనా అంటే, అంత సీన్ లేదు! భూములు తీసుకున్నందుకు రైతుల‌కు చెల్లింపులు చేయాలి, ప్లాట్ల‌ను డెవ‌ల‌ప్ చేసి ఇస్తామ‌నే హామీలున్నాయి! దీని కోసం రాష్ట్రంలో అన్ని మూల‌ల‌కూ చేరాల్సిన వాట‌న్నింటినీ అమరావతి బాట ప‌ట్టించే ముచ్చ‌ట్ల‌కూ లోటు లేదు! అమరావతి అనే గుదిబండ‌ను పోషించ‌డానికి రాష్ట్రంలోని ఏ ప్రాంతానికీ ఏదీ ద‌క్క‌కూడ‌దు! అలాగ‌ని మన చ‌రిత్ర ఏమైనా ఘ‌నంగా ఉందా అంటే.. అభివృద్ధిని కేంద్రీకృతంగా సాగించ‌డం వల్ల తెలుగు వాళ్లు ప్ర‌తి సారీ మోస‌పోయారు!
చెన్నైని వ‌దులుకున్నారు, హైదరాబాద్ లోనూ చంద్రబాబు హ‌యాంలో నే అంతా హైద‌రాబాదే అన్న‌ట్టుగా సాగించి చివ‌ర‌కు దాన్నీ కోల్పోయారు! రేపు మ‌ళ్లీ అలాంటివే జ‌ర‌గ‌వ‌ని ఏమీ లేదు! నిక్షేపంగా జ‌ర‌గ‌నూ వ‌చ్చు! అభివృద్ధి వికేంద్రీక‌ర‌ణ జ‌ర‌గాలి మొర్రో అని మ‌హామ‌హా మేధావులు మొత్తుకుంటారు. అయితే చంద్రబాబు మేధ‌స్సు మాత్రం అంతా రంగుల రంగులుగా గ్రాఫిక్స్ చుట్టూరానే ఉంటుంది. కొత్త కొత్త గ్రాఫిక్స్ తో అమరావతి కొత్త ప‌టాలు త‌యారు అవుతూ ఉన్నాయిప్పుడు! ఒక రంగుల క‌ల‌ను చూపించి చంద్రబాబు ఒక కేట‌గిరి జ‌నాల‌ను అయితే క‌ట్టిప‌డేశారు! వారేమో ఆ రంగుల క‌ల‌ల‌ను న‌మ్ముకుంటున్నారు. వాస్త‌వంలోకి వ‌స్తే అమరావతి అంటే అప్పులు అనే మాట రెండోదిగా వినిపిస్తుంది.
ఏతావాతా.. చంద్రబాబు నాయుడు విభ‌జిత ఆంధ్ర‌ప్ర‌దేశ్ లో తొలిసారి అధికారంలోకి వ‌చ్చిన‌ప్పుడే అమరావతి అనే ఈ ప‌రిస్థితుల్లో ఏ మాత్రం వాస్త‌వం కాలేని ఒక క‌ల‌ను ఏపీలో ప్ర‌చారం చేసి, దాన్ని గుదిబండ‌గా క‌ట్టేశారు. దాన్ని వ‌దిలించుకోలేక కొన‌సాగించ‌లేక జగన్ న‌లిగిపోయి, రాజ‌కీయంగా కూడా ఎదురుదెబ్బ‌తిన్నాడు. మరి రెండోసారి అధికారంలోకి వ‌చ్చాకా ఆ అమ‌రావ‌తిని ఈ సారి రాష్ట్రంపై మ‌రింత భారంగా మోపుతున్నారు చంద్రబాబు నాయుడు! వ‌చ్చేసారి ఈయ‌న కూట‌మి మ‌ళ్లీ అధికారంలోకి వ‌చ్చినా, రాక‌పోయినా.. ఏపీ మాత్రం శాశ్వ‌తంగా అమరావతి గుదిబండ‌ను మోయాల్సిందే! సెల్ఫ్ స‌స్టైన్డ్ ప్రాజెక్ట్ అని.. దాన్ని ఏపీ నెత్తిన రుద్ద‌డం తీవ్రస్థాయికి వెళ్లిపోయింది.
ఎక్క‌డైనా రాజధాని నుంచి ఏ రాష్ట్రానికి అయినా ఆదాయం ఉంటుంది, ఉపాధి ల‌భిస్తుంది, అయితే ఏపీకి మాత్రం పన్నుల ఆదాయంతో పాటు, అప్పులు తెచ్చి మ‌రీ రాజ‌ధానిని పోషించుకోవాల్సిన ప‌రిస్థితుల్లో ఉంది. ఇలా ఎన్నాళ్లు అంటే.. ఎన్నాళ్లైనా ఇలాంటి ప‌రిస్థితే ఉండ‌వ‌చ్చు! చంద్రబాబు క‌న్న క‌ల‌లు గ్రాఫిక్స్ గానే ఉన్నాయి ఇంకా, ఈ క‌ల‌లు కార్య‌రూపం దాల్చాలంటే జ‌స్ట్ ఓ ఐదారు ద‌శాబ్దాలు ప‌ట్టొచ్చు. అప్ప‌టి వ‌ర‌కూ అమ‌రావ‌తిని పోషించుకోవ‌డం ఆంధ్రుల క‌ర్త‌వ్యం!

There is no pride in looting lakhs of crores in the guise of constructing a capital and destroying farm lands.
Why does capital need 1L crore investment? What will government build with 1L crores? To construct government buildings, High Court (which was already built) does it really need 1L crores? Capital development is a process that will have to happen organically and all government will be needing to support this organic growth is to provide basic amenities and infrastructure alongside having buildings for government to operate. If this would require 1L crores, how would it be sustainable for future growth and why would companies invest in such a place where building something is not affordable?
