ఏడాదికి లక్ష కోట్ల అప్పు?

ఈ బడ్జెట్ ఇదే విధంగా అమలు చేయాలంటే, లేదూ అంచనాలు తగ్గించుకుంటే అప్పు తగ్గుతుంది. లేదా అప్పు తగ్గితే అంచనాలు తగ్గుతాయి.

3,22,359 కోట్ల బడ్జెట్. ఆంధ్ర ప్రదేశ్ రాష్ట్ర బడ్జెట్ ఇది. అసెంబ్లీలో ఆర్థికమంత్రి నిన్న ప్రవేశ పెట్టిన బడ్జెట్. ఏపీ చరిత్రలో అతి పెద్ద అంకెలతో కూడిన బడ్జెట్ ఇదే. ఇది ఒక కోణం.

లక్ష కోట్ల అప్పు చేసారు అనేది గత సిఎమ్ జగన్ మీద తరచు వినిపించే ఆరోపణ. చంద్రబాబు ప్రభుత్వం కూడా అప్పులు చేస్తోందన్నది ప్రతిపక్ష ఆరోపణ. ఈ నేపథ్యంలో అసలు లేటెస్ట్ బడ్జెట్ లెక్కలు చూద్దాం.

మెయిన్ స్ట్రీమ్ మీడియా అందించిన వివరాల ప్రకారం.. రాష్ట్రానికి ప్రతి రూపాయి ఎలా వస్తోంది?

పన్నుల ద్వారా రూపాయికి 34 పైసలు వస్తోంది. అంటే రకరకాల ట్యాక్స్ ల ద్వారా అన్న మాట. పెట్రోలు, డీజిల్ లాంటి వాటి మీద పన్నులు వుంటాయి. ఇంకా చాలా వుంటాయి.

కేంద్ర పన్నుల్లో వాటా ద్వారా రూపాయికి 18 పైసలు వస్తుంది. అంటే జిఎస్టీ, ఆదాయపన్ను ఇలాంటివి.

ఇతర ఆదాయాల ద్వారా 6 పైసలు వస్తోంది.

అంటే మొత్తం 34 ప్లస్ 18 ప్లస్ 6 కలిపితే…రూపాయికి 58 పైసలు ఆదాయం క్లియర్ గా వస్తోంది. అది అప్పు కాదు. మన రాష్ట్రానికి వచ్చే డబ్బు.

ఇది కాకుండా గ్రాంట్ ల ద్వారా పది పైసలు వస్తుందని అంచనా వేసారు. అంటే కేంద్రం ఇచ్చే గ్రాంట్ లు అన్నమాట. సరే అవి కూడా తీర్చాల్సినవి కాదు.

అంటే టోటల్ గా రూపాయికి 68 పైసలు రాష్ట్రానికి ఆదాయం వస్తుంది. మరి మిగిలిన 32 పైసల మాటేమిటి? అది ఎలా?

అదే అప్పు. బహిరంగ మార్కెట్ కు సెక్యూరిటీలు అమ్మడం లేదా వివిధ సంస్థల దగ్గర నుంచి తెచ్చుకోవడం. ఇది మనం చెబుతున్నది కాదు. బడ్జెట్ నిష్ణాతులు నిగ్గు తేల్చి ఈనాడు లాంటి మెయిన్ స్ట్రీమ్ మీడియాలో అందించిన విశ్లేషణ.

3,22,359 కోట్ల బడ్జెట్ కు 32 పర్సంట్ నిధులు అప్పుల ద్వారా తీసుకురావాలి అంటే ఎంత అని లెక్క వేయండి…లక్ష కోట్ల పై చిలుకు అంకె వస్తుంది. అంటే ఏడాదిలో ఏపీ స్టేట్ చేయాల్సిన అప్పు లక్ష కోట్లపైనే. అదీ ఈ బడ్జెట్ ఇదే విధంగా అమలు చేయాలంటే, లేదూ అంచనాలు తగ్గించుకుంటే అప్పు తగ్గుతుంది. లేదా అప్పు తగ్గితే అంచనాలు తగ్గుతాయి.

అది వచ్చే ఏడాది ముందు ప్రవేశపెట్టే సవరణ బడ్జెట్ లో తెలుస్తుంది.

      1. In this single comment itself you are telling full lies.. and trying to fool the people.. Centre clearly said, not giving any kind of grants.. it is complete loan.. by World Bank.. Not only that, recently Hudco also giving a loan of 11000 crores.. which is hefty?

        What are we going to do with these many crores? why it is needed?

        Amaravathi is a self finance city right? why debts are needed to take?

    3. Do you have a single proof of 12 % interest documents? But i can show you how last govt got loans on 25 years income on liquor and how they mortgaged land and buildings of vishaka. How many months they not even paid salary on time ..due to debts

      1. Yes, Pls show the proofs…Also, show me, last 9 months loans was taken on what criteria. how long was tenure and what was the interest… also in last 9 months how many loans were taken in the name of off budget.. Get those details.. and lets discuss.

        Also, show me, except first month, show me in which month this govt paid salaries on day 1? In earlier tenure, covid was there.. But what is there now? even in 14-19 also salaries were paid late ? why so? why 2017 PRC pending amounts are not paid to employees..
